Most 15 HP are 9.9 with higher RPM and different lower unit. Price difference is a few hundred.
If you have soft bottom dinghy it will not do well on sharp shore items like barnacles. I got a Livingston for 10 foot it is good for a 10 if tiller steer and 20 if a steering wheel. It has a capacity of 750 pounds. Cost of boat was 1,600 a couple of years ago.
