new carb and stumble?

Swapped carbs with a 'new' rebuilt one. Boat runs great but have an issue that I may know the answer to. So boat runs great but when I am at idle and give it some throttle there is sometimes a delay. The one time I applied a little more throttle and it clunked into gear. Wondering if it has to do with the idle being too high and it is the neutral lockout?

Boat is a 2006 5.7 Merc 2bbl TKS Bravo III. It didn't do this before. Idle according to my dash tach is about 700-750 but not sure how accurate that is. I could probably bump it down a little. Other than this it runs great.

Thoughts/ideas?
