Need to Re power 1999 27 DA Questions

In need of repowering my 27 DA but not sure I want to go with the brand new 12k 4.3 Merc that the marina suggested. I might not keep this boat that long and not sure putting 12k into a 1999 boat is money well spent. Someone mentioned a rebuild as an option at half the price which would seem better for the wallet.
BTW the reason for the repower is my #4 cylinder is at 20% compression. And thoughts?

I'd personally go the rebuild route (from a reputable marina) if I weren't going to keep the boat for long. If you're going to keep it for 4 or 5 years - 12k isn't too bad of an investment in "brand new".

Did they say why #4 is at 20% compression? If it's the heads (specifically a valve not sealing), I would just get them done and enjoy the boat. How many hours are on the engine?
