Need Help Generator Surging

This is a Westerbeke 4.5kw with 200 hours. It started surging under load. It idle good 115v when the a/c is on the rpm go up a little wish is normal. I turn on the coffee pot or the water heater the generator engine rpm drops and sound like it want to shut down. A/c compressor shuts down and generator engine starts surging. The voltage drop when it stars surging. I can only have one load at a time. I replace the spark plugs clean gas filter in the carburetor oil and filter and replaced the capacitor that it went bad. Still the generator not working right. Any ideas greatly appreciate? TY
 
Check the linkage from the governor to carburator see if the swivel ends are worn out or loose.
Or the governor may be going bad.
 
I think you need to have an electrical inspection of your Westerbeke. The expert will keenly observe the surging problem and can even repair it without wasting your time. Some of the professionals I know are Electricians Chadds Ford PA, Para electric team and Linc electric. You can even consult the expert you know who are near to you. I would advise you to have a consultation about the surging problem with one of the expert for better suggestion. Hope my advice prove useful to you.
 
If it's not the throttle linkage as mentioned above I'd check the oil in the governor. It's the governors job to sense load changes and adjust the RPM of the generator to provide the correct 60Hz at all times. If the governor is low on oil it cant do it's job.

I'm leaning towards low oil in the governor or the governor needs a rebuild. Please post back what you find out yourself or through a Westerbeke tech if you go that route.
 
could be a simple fuel filter? Starving for fuel under load? Fairly inexpensive theory to test right?
