need. help. 5.7 bogs down off the line

I just got a 94 searay bowrider 5.7 alpha one. I just replaces bellows, thermostat, and water pump. Just took it out and w.o.t. from a stop the motor bogs down for about 3 seconds around 2k rpm. Any thoughts? This is not a constant problem. Fuel filter? Wires? Plugs? Also, unrelated, steering seems stiff then free, and back and forth with stiffness under way. And if I let go of wheel the boat pulls hard left. Is this some sort of a safety feature?
