Need Advice on Windshield Issue

My 1987 Sea Ray Sorrento 24's windshield on the starboard side is loose and 2 of the self-tapping screws that hold it in place are exposed (see picture). I'm getting a small amount of water in the cuddy. The windshield moves every time someone puts their hand on it. I'm looking for advice on how to repair this. I realize I could go inside the cuddy and peel back the carpeting and install new screws. I was hoping to come up with a less permanent repair.

My thoughts were to install a couple of metal shims to take the weight and silicone around the screws. Just not sure what I could use for shims. Has anyone every fixed something like this?

Bob, if you try a "less permanent" fix, my guess is you're going to be undoing that and fixing it correctly soon. Boats vibrate like crazy and things never tighten, they always get looser.

My suggestion is if you want it so it doesn't rattle and look like some untrained monkey fixed it, do it right. Then you won't have to do it over.
 
sounds like to me its time to remove the windshield and reseal it and get it tight again.
 
Thanks for the replies. Agreed it's always best to do it right the first time. For some reason I thought those screws were put in from the underside of the windshield (duh). A closer look and it appears as though I can remove the windshield and repair the holes and and re-install the screws. Any advice on the product I can use to re-fill the foles that will hold the screws for the long term? One person recommended marine tex?
