National Guard in NYC's subways????

New York now has posted National Guard troops in the subways to fight the rising crime.

I read an article online today asking whether that would make people feel safer or less safe while riding the subways. I know when we were in Europe recently we encountered numerous troops that were heavily armed and it made both of us feel safer.
