Can anyone identify this device? It has a brown wire which leads me to belive it has something to do with a bilge pump and a black ground connected to it.

It is under the dash on an 88 300 Weekender.

Good chance it's the alarm (buzzer) for a high-water bilge alarm.
Assuming you have a high water bilge pump, raise the switch and see if the buzzer sounds.
 
That's a CIA tracking device. Who are you and why are they following you?
 
Thought it may have been. Does it connect to only one of the pumps? This boat has the aft bilge, mid bilge, front bilge and shower.

Yes, and no...
It would only be for a "high-water" bilge pump. In case you're not familiar with the term, it's a pump where the switch (and sometimes the pump as well) are mounted slightly higer than the regular bilge pump(s), and is connected to an alarm/buzzer. Should your bilge pump fail, and water accumulates to the point where the emergency pump is activated, the alarm will sound to tell you there's a problem.

It wouldn't be connected to a "normal" bilge pump for obvious reasons.

It's definitely looks like a buzzer/alarm- it could also be connected to the engine's wiring harness as a low oil pressure alarm. Does it go off when you turn the ignition key (until oil pressure builds)?

on your boat you should have two pumps located in the aft bilge, the forward pump should be connected to the high water float switch that is mounted at the same level as your battery boxes.
 
You are exactly correct. There is a mid bilge pump the same level as the battery boxes. I will connect the alarm to that.

The oil psi and high temp alarms are located elsewhere under the dash. I have already pulled them, tore apart and rebuilt. Did on my other 300. I like for those to operate correctly.
