Mercruiser running too hot

Hello,
I recently purchased a Sea Ray with a 2001 Mercruiser 5.7/V8 Alpha.

The engine runs too hot. Even at RPMs as low as 1,500, the gauge will creep all the way up to the top H.

Risers not too hot to keep hand on. Manifolds VERY hot. Too hot to touch.

The water pump has been replaced last season but the circulator has not. Also, boats thermostat has been removed at some point.

We've cleaned out the manifolds to the best of our ability, but there's certainly some crap in there. Looks like rust.

Any advice on what the issue might be?

Sea strainers are the filters that must be regularly cleaned to allow water to flow to keep your engine cool. You should see it in your bilge. First find the valve (sea cock) on the hull. Be sure the handle is in the off position (perpendicular to the valve). Then the next device after the valve should be the strainer. There should be wing nuts on the top that can be loosened to open the top. You should be able to lift the strainer element straight up, take it out, and clean it. Remember to turn the valve back on after putting the clean strainer back in.

That model has no straners it is alpha 1 gen 1 with impeller in out drive. The problem is most lickley no t balls in water outlet in thermostat housing witch keeps back preasure on engine cooling system.
