Mercruiser Bravo III Stuck in Forward Gear

I have a Bravo III that's stuck in forward gear. Attempts to use throttle only from the control arm at the helm didn't work. The boat still lunges forward. I disconnected both lower and upper shift cables. Upper moves, but the lower is stuck. I removed the drive, and the lower cable moves freely.

Doing some research it seems this is somewhat common. Most threads of info that I've found are pointing the the cltuch mechanism in the outdrive. Anyone out there delt with this before? If so, what did it take to fix it? Lessons learned?
 
A buddy of mine had this happen, it was the lower shift cable. No matter what the problem the boat has to come out to be fixed.
 
Does it come out of gear if you go to neutral, turn boat off, and then re-start? If so, possible dwell kill adjustment needed, and new cable.
