When in neutral the rpms can get to 5000 rpms. When cruising at 3000 rpm my speed on my GPS is 12 knots. I haven't done throttle wide open yet but this seems slow for 3000 rpm
 
If I remember correctly, on my 320 it took about 3500rpm to get on plane. Obviously a different boat, but you may need higher numbers to get going.
 
3,000 rpm and 12 knots tells me your not on plane with that boat.

Drop the hammer and let it rev. Once you get up on plane, pull the throttle back and see what it does at 3500 rpm.

Play with then outdrive trim and trim tabs. I would think you could slow down to 3,000 rpm without falling off plane.
 
It’s also a good idea to test your wide open throttle (WOT) rpm a couple of times during the season.

If you can’t hit the rated WOT rpm with calm water and proper trimming, that’s an indication of engine trouble, be it fuel, spark or low compression
