It's entirely possible the boat didn't come with that option. There should be a switch on the dash though if it does.

Right - not all boats have these options, which accomplish the same result but in different ways: Trolling valves allow low-speed slippage in the trannies to achieve lower cruising speeds at idle. "Low Idle" on the other hand, is a mode (usually on electronic diesels) that actually lowers the engine's idle RPM.
