looking at a Sea Ray 225 Express Cruiser

I have looked this boat over it is my friends grandparents boat a 1984 they are the original owners bought it directly from Sea Ray in 1984. It has a brand new Bimini top with full back cover seats are like new and only 665 original hours. They have all paper work from winterizing to oil changer it has fridge two burner stove toilet basically all the bells and whistles for this model. my question here is they are asking $4000.00 is that a fair price for this boat? it is definitely the nicest one I have seen in this price range also it has the 228 Mercruiser what kind of speed and gas mileage can I expect for this model any help would be greatly appreciated!!.
