limited rpm at full throttle

just changed distributor caps and rotors on twin 350's- ran smooth up to 1200 rpm-during trial run- when forging ahead port engine limited itself at 2100 rpm- starboard went to 3000- I immediately reduced back to 2100 to match- mechanic questioned fuel pump- which momentarily operates when key is just turned on- there seems to be several electronic controls involved starting with the ECM- mechanic suggested computer analysis and/or pressure test on fuel pump- was there something set ajar by changing the distributor- seems to be process of elimination- I would like to know the recommended logical progression of tests to approach this - thank you to all for any suggested approach- 19ed50
 
New problem? Only the the caps and rotors were changed? New plugs with gaps checked? Was the 1200 rpm during a timing check?
 
Did you have the same issue (limited rpm’s) BEFORE the caps and rotors were replaced??
 
All plug wires in the correct spot? I'd verify with the other engine to be sure
