Less than stellar maiden voyage..ideas, suggestions?

we just purchased a 2009 330-newer 350-Sundancer. 150hrs, 496 sterndrives.
Bought it from a dealer. Had it surveyed, but while it was in the showroom. They had test driven it and all seemed fine. As part of the deal I had them do some maintenance items like manifolds risers and bellows.
They did the work, and test drove it again. Or so they say..and it supposedly ran great.
About a week later, the boat gets delivered from the dealer in Indiana to us in Massachusetts.
Now, both engines were very hard to start. Had to pull the plugs out of the starboard and clean them, to get it going. On the way to my marina, on the water, the port engine went to guardian mode for low raw water pressure and we noticed it had a higher temp. Shut it down, limped home on one engine.
We thought the port engine problem was due to a bad impeller.
Pulled the pump and saw the impeller is good. But, also noticed a surprising lack of water coming in from the raw water hose, leading us to believe there is a blockage somewhere.
Now, NEITHER ENGINE will start at all.
And I have a mysterious blockage in my raw water cooling line, forcing me to have the boat hauled out to have it fixed.
I have called the dealer. The service manager said he's shocked there is any issue at all seeing as he personally test drove the boat after having his best guy work on it. To be honest, it's a big dealer and they do send their guys to mercruiser classes. I had no reason to doubt them. He sounded sincere when he said they will stand by it and make it right. We shall see.
Although, the work itself does not look great. Hose clamps not fully seated and visible leaks on the risers and one of the bellows.
And just how exactly, can a boats engines go from supposedly running great..to being trailered and a week later, BOTH engines not even starting?
And how there came to be a blockage or kink in the cooling line is baffling too.
I want to give them the benefit of the doubt even though there is clear evidence of shoddy work.
Any thoughts on the engines not starting?
They did run for a little while..the gas seems ok.
At least it should be ready by the time the weather gets better,
I'm looking forward to seeing how those 8.1's go with the bravo III's
 
Have you verified there isn't a blockage at the raw water strainer? If you don't have water flow at the pump there isn't a lot of places for blockage so it should be relatively easy to figure out. If the strainer isn't blocked you can disconnect the water line (after closing the seacock) and put a water hose on one end to verify the line is clear too. I've had weeds a few times and a fish sucked in the line (in the actual seacock intake prior to the strainer basket) too.
 
Blockage could be sea weed or algae.
With new risers they need to torque the bolts cold then hot.
New clamps on new hoses will drip some times they need to be tightened after a bit of running
