Is it possible to put this in layman terms?

That's about as straightforward as it gets I'm afraid. I might be able to answer some specific questions though.

The good news is you really don't need any of that unless you plan to design a nmea0183 device.

Basically this protocol is based on using alpha numeric data. To do that data is sent in "sentences". That is a string of letters and numbers where the string uses codes to encase the actual data. Your document describes the make up each of the sentences. As the data flows from one device to another the receiving device is parsing the stream. Each time it reads a code it recognizes it strips out the data and uses it.

That's the super simplified version, so my apologies and no nit picking.

I have zero experience with marine electronics. I have acquired a chart plotter and I'm trying to figure out all the additional wires. So...it's how different pieces of electronics talk to each other? If I only have a chart plotter and no VHF or radar, I don't need to be concerned with it, right?
 
If you are not hooking up the chartplotter to anything that needs GPS info (VHF, etc) then you need not worry about it. Even when do you, its not difficult. When I hooked my plotter to my VHF in the Sea Ray, I had no prior knowledge and it wasn't difficult.

Nope. Just red and black. If you do end up with a VHF, you can use the "Help, come rescue me" button (DSC - Digital Selective Calling) and others will know exactly where you are, based on GPS coordinates (if they also have a GPS hooked up to the VHF). I believe that's only one other wire to mess with, though.

I should add, regarding the DSC button, is that it would allow YOU to be able to help others, as well. I'm not saying you need to run out and buy a VHF for this purpose, but maritime law says that you MUST render assistance, as long it doesn't put you/your crew and/or your vessel in danger. It's general practice to monitor 16 when on the boat. Just an FYI for the future.

Basic VHF's, which is all you'd need, are plentiful in the $100-range. A "good" antenna will be another $100-$200 and about $40 for a nice mount.

EDIT: The other side of this is: where you boat... are there other boats with VHF's, or do most NOT have one?
