Installing New Louvers

What do I use to seal the Louvers to the boat and blower housing? Do I need to seal it to the boat or just to the housing?

Looks like it had a clear silicon but just wanna make sure what the experts recommend.

Refering to the blower louvers....just in case this is confusing.

Clean off all of the old sealant and rebed them with 3M 4200, be sure that you get it into the screw holes before you reassemble.
