I was faced with the same issue and solved it with fabricated stainless. I can not seem to be able to post a picture if you are interested on the the hull truth web site I have few pictures.

sure any ideas at this point would be great

What's the largest "gap" between the deck and the pulpit that you have to deal with?

less then a 1/16' gap over all, I'm considering using 3m 4200 but if there is some thing better to use i'm open for any ideas .

OK, that's pretty insignificant, then. 4200 is fine as long as you're not using it anywhere it'll be exposed to the sun (the edges). Lay down the 4200, let it tack up a bit, then set the pulpit down and insert your thru-bolts. Only BARELY snug them. You don't want to squeeze it all out. Once it cures, you can re-seal the bolts properly and tighten.

Sounds like a good plan also going to epoxy in some stainless steel inserts in for the thru-bolts. Will four 3/8' bolts enough to attach the pulpit or should I go bigger?

3/8" diameter is more than big enough. The reinforcing is more important - the plate you put on top (anchor roller) and the below deck backer plate. Is the plan to use 4 bolts to hold the pulpit in place and then also use the bolts from the anchor roller?

Can you describe what you mean by SS inserts?

insert will be stainless steel tubes glued into the pulpit that the bolts will go through
