Both are not cooling. Does anyone know if I have to pull the units to have them "recharged" with freonor can it be done onboard? The ice maker in the cockpit does have an access panel under it, but I don't see anything on the refer...

18 years old - you had a good run anyway
About recharging - everything can be done on boat - it just will cost more (mobile service etc). Problem is that many marine units do not have valves allowing cooling system to be recharged and cost of modifying older unit maybe close to new replacement. Are you sure that they need "recharging" not new compressors?

But both have been replaced before, I've got paperwork from the previous owner showing work was done...what's the best way to tell if it's the compressor or needs recharging?
