Sounds like a "Code Enforcement" complaint and not a "Police" matter at all, but I know in smaller towns the Police have extra duty enforcing code violations. Here, we use the city ordinance as probable cause to get on the doper's properties, not to mess with the taxpayers. Code enforcement takes care of the property violations.
 
Yeah, this stuff gets really bad on our lake from July through August. Lots of rental boaters, jet skis, old retired folks that bought a boat but have no idea whatsover how to use it or basic courtesy ....

A month ago we were heading into our marina as a guy in a 21 foot SR bow rider PASSES me half on plane producing a huge bow wave. Well we rock 'n rolled it out and then a minute later he pulled straight in front of me and stopped. I had to slam our 340 in reverse and throttle up to stop fast. Once I docked up, I had a few words with him in the service department store. Totally clueless dude with his wife.

Two years ago we were running down the main channel with our 248 Vista as a ski doo passsed us, pulled in front of us about 50 feet and STOPPED!!! It was by sheer luck I missed him ... actually I had feared something like this and had already turned the helm a bit, otherwise I would have ploughed him under.
