99% chance if you disassemble where the steering cable attaches to the transom and pull out the cable and clean and lubricate both the outer housing and inner cable your problem is solved. I have never had to replace a cable it only needs lubricated at the back. Turn the outdrive in the optimism orientation to pull the cable out.
