In the upper right hand corner, you see your name (Express 390) indicating that you are logged in. Click on that, and larger menu window drops down. Select "Signature". There you will be able to add text and a photo.

You have to host the pic from a third party site though. I use tiny pic. http://tinypic.com but there are many. You'll upload a pic to the site and then be able to copy a link to that image for hosting here. In signature options click the button that looks like this at the top:
That will open up a window where you can paste the link to the image from your image hosting site.
