Hard shift/throttle on 350 mag MPI/Bravo111.

I test drove a 2000 310 SD and noticed that it shifted very firm and once in gear the throttle was very hard to move. The shifters were the std quicksilver type. The owner had the shift cables (the short ones) replaced but did not noticed any difference. Is that normal? Whats the fix if any?

I have the same setup on my 2007 260 and I would say my shifter is smooth into gear and during throttle. No need to exert force for movement.
