So I e-mailed my Congressional Rep. Mike Pence voicing my frustration with the vote on Cap and Trade (Waxman-Markey) bill.. here is his response...

Dear Daniel:

People ID: 7213305

Thank you for contacting me regarding proposals to curb the emission of greenhouse gasses, including "cap and trade." It was a pleasure to hear from you.

On February 26, 2009, President Barack Obama released the first budget proposal of his administration that called for a 14% reduction of 2005 greenhouse gas levels by 2050. A "cap and trade" system essentially puts a price on greenhouse gas emissions. Carbon "credits" would be auctioned off by the Climate Change Credit Corporation that could then be bought, sold, exchanged, or transferred under the guidance of the Carbon Market Efficiency Board. Revenue from the sale of these carbon "credits" would then be used to fund low-carbon energy development, as well as an incentive program for advancing vehicle fuel technology.

The "cap and trade" approach is a proposal that seeks to reduce greenhouse gas emissions by requiring producers to purchase carbon credits for any emissions beyond the cap. Forcing businesses to purchase carbon credits for everyday energy activity imposes a burden upon both consumers and businesses. This would lessen the incentive for doing business in America. At a time where many businesses are shrinking and shedding jobs, I fear this policy would cause the departure of more American jobs to countries with less stringent regulations.

This, in turn would cause the plan to fail to achieve the goal of protecting the environment. Countries such as China and India, both of whom have relaxed environmental laws and a growing workforce will stand to gain the manufacturing jobs that will be pushed out of the United States. This would essentially negate any possible emissions reductions by transporting pollution to another part of the world.

In an interview with the San Francisco Chronicle, President Obama stated that under a "cap and trade" plan, electricity rates would skyrocket, as the costs associated with such a policy would be passed on to the consumer. According to an April 2007 study by MIT, a "cap and trade" policy would cost each American household more than $3,000 each year. With American families having to stretch their budgets just to make ends meet, I do not believe we should enact policies that will result in additional taxes for every household. According to the Energy Information Administration, Indiana would be one of the hardest hit states in the nation because 94 percent of our energy comes from fossil fuels.

While this plan may have been crafted with good intentions, it clearly does more harm than good. The onerous costs that will result from this legislation will only push unemployment up further as small businesses and factories will be forced to cut jobs and even close their doors for good. Those businesses and factories that survive will do so only by passing their increased energy costs onto consumers, forcing them into a bigger financial burden.

I believe that there is a better way forward. We can protect our environment without punishing those in the Midwest and other parts of the country that depend heavily on fossil fuels. We can work towards a cleaner atmosphere while still promoting economic growth and job creation. And we can be good stewards of the Earth without imposing a national energy tax on almost every Hoosier.

The best way forward is an "all of the above" energy solution which produces American energy made by American workers while encouraging greater efficiency, conservation, promoting the use and development of alternative fuels and allowing for increased use of clean and safe nuclear energy which does not emit carbon. This plan would create jobs, grow the economy and move our nation in the direction of energy independence.

Again, thank you for contacting me. It is an honor to serve in the United States House of Representatives and have the benefit of your advice. If you would like more information on this or any other issue, please visit my website at http://mikepence.house.gov.
