Fuel guages and Smart System

Does anyone have any idea why the fuel gauges and the electronic smart system would always show full when the tanks are empty on a SeaRay 44 Sundancer?
 
Either the sensors are bad or you need to calibrate/configure them. For mine, they read empty because the floats had failed and were resting on the bottom of the sensor rods. Have they always read full, perhaps wires are backwards and the sensors are bad (resting on bottom)? Do or have they ever displayed other than full?
