Does anyone know if there uis a cross reference to Fram or comparable for a merccruiser fuel filter 35-864572.

Not sure about FRAM but I recall hearing about an AC Delco filter that could be substituted for the Inline Fuel Filter you have mentioned. You may want to do some looking online for the Merc part. You could probably find the filter for a reasonable price close to what the substitute would be priced at.
Personally, for that small of a difference in price on a yearly maint part, I am not sure I would substitute but that is just me.

Here is a thread that may help you. Different engine but they are talking about the same filter. Sounds like some modifications need to be made to the filter.
