OK- transponder leak is fixed. However, prev. owner clearly let this go for a while. Bottom of bilge under engine is flaking off (big flakes; one is larger than a dollar bill, but not a lot of them). Is this gel coat? Paint? A friend suggests removing loose stuff, sanding, and putting a new coat of gel coat over it and then painting the whole thing. I'm inclined to use West Marine expoxy w. coloidal silica, sand the cured surface, and paint that. But it isn't clear what the bottom of the bilge has on it. I don't think its fiberglas. Any suggestions?
