I have a 1987 340 Ex with twin Crusader 454's and it seems like both are producing a lot of exhaust steam. I have changed both impellars and there seems to be good water flow from both exhaust. This is in fresh water and the boat has never been in salt water. Approx 625 hours on the engines. Is this normal? The temps on each engine is 165 and has not changed for the 4 years I have had the boat.
 
it is very possible that your exhaust riser gaskets are causing the problem, if they are broken in anyway allowing water to pass into the exhaust chamber, this will cause steam.
