Mike, no drains, pump out thru fill fitting. But then what you gonna do with many gallons of explosive product. May be better to see if something you can put in tank can restore it.

For winterizing or bad gas?
If winterizing, add some fuel stabilizer and fill the tank. The smaller amount of air pocket left inside, the less "breathing" the tank will do as you go through daily heat/cool cycles. It's the air bringing in moisture that contributes to fuel degradation.
If it's bad fuel, then like @Pirate Lady says, it's siphon time. Ugly situation...
