Does a hydroroil on the outdrive make a difference?

Magic, I have one on my Whaler (it was there when I bought the boat, a 13' boat with a Merc 40 4 stroke) and it gets on plane pretty fast, like 2 boat lengths with both of us in it. The Whaler is a heavy boat but it sure gets up on plane quickly.

I had a 20' bowrider many years ago with a 5.0L in it. It was fairly quick to get on plane but I put a Whale Tail on it and that seemed to pick up the time to plane by several seconds.
 
I put one on my old Silverline, 21 footer with a GM 305 V-8, it definitely made a difference. I never timed it to get actual numbers, but I could feel it every time I hit the gas.
 
I have one on my 18' bowrider and it makes quite a difference.
 
Since a foil adds a certain amount of "pounds" of lift force, and that amount doesn't change if it's on one boat or another... the smaller the boat, the more effect a foil will have. Sometimes it can cause running issues on plane such as ventilation, especially in a turn - but you won't really know that till you try.
