Dock hose channel

I tried a search but came up empty. Somone in my marina has what looks like plastic J-channel mounted to the side of the dock that he runs his potable hose through to run it towards his boat. I have tried using electrical conduit hooks but my hose looks like christmas lighting swag. I can never catch this guy to ask where he got it, and on top of that I know him and he's really quite forgetful about such things.

Has anybody ever seen anything like this?
