Dealer Added Rust Inhibitor?

Here is a new one for us. The local Sea Ray Dealer has our boat for some warrantee work this winter. The boat will be in heated Storage. This week we received a bill ( $33.00 ) for labor and materials to add a Rust inhibitor? Any idea why they would add a Rust Inhibitor to a Stainless Fuel Tank?
 
Call them. I would assume they either meant they added Anti-freeze to the engine overflow tank that has rust inhibitor in it or they added stabil to the fuel tank and screwed up the invoice...
 
It is likely the bill was sent in error. Quite a bit of it does not pertain to our vessel. Just thought I would see if rust inhibtor made any sense.

Having just purchased two new cars I loved the "TrueCoat" bit. Still laughing at that...
