closed cooling block off plate/gasket ?

#1.where should you locate the block-off plate if you have a 3" spacer between the manifold and the 90 ? The #16 service manual clearly shows installing it between the manifold and the spacer

,but I've seen many of systems with the spacer incorporated into the closed cooling side.what do you think ?
#2.The block-off plate/gasket, should you use a ss plate between two gaskets or just a gasket that would block-off the water ?

I install the block off plate between the spacer and elbow, making the spacer part of the CC side. You need to change the plumbing up a bit, return nipple on the spacer for the CC and a nipple on the elbow for RW dump.
