CAT 3126 engine turbo boost/RPM issue. New owner, help!

My $775 Valve adjustment was NOT accurate. I just got a second invoice, for the second engine.... for $826. Very odd, I've never had Cat bill the engine individually before. Sorry for the misinformation.

Off topic - Patton CAT has to be the most expensive CAT dealer in the Midwest. I really wish I could find a quality 3rd party mechanic. You get what you pay for, but holy smokes.
 
Those cats should spin up within 50 rpm of each other unless there is a damaged/dinged prop.
Fuel restriction WILL cause lack of performance. Restriction at the spin-on filters will be noticeable pretty quickly. Restriction at the Racors will usually allow motors to spin up all the way, then then slowly lose revs as the restriction starves the fuel system. If this happens at cruise, slow down to idle, then run the boat up to max revs to see how the restriction manifests..
Make certain the cooling system is full - the overflow tube fitting CAN get clogged up, leaving the reservoirs LOOKING full, but the actual engine full of air - do a visual IN the coolant tank itself. Watch temps as the motor loses power - if they spike or move around, it is significant.
Combustion blowby CAN overwhelm the intake. Evidence of this will be a wet drooling line from the crankcase vent. The CAT crankcase breather is VERY easy to remove and clean. Pull the top hose off and look to see if it is excessively wet.
now here's the deal - the motor will "eat" a lot of crankcase blowby oil without much fuss. But youll see it all over the intake filter cartridge (or in the body of the Airsep if you have em). Also, if you have an Airsep, the check valve to the oil pan can become gummed up and stuck. If it is stuck "open" during an extended cruise, it WILL suck oil directly from the oilpan into the Airsep.
So, your possible routes of oil in the turbo compressor section is:
1) crankcase blowby oil
2) "up" the Walker oil drain past the check valve to the sump (if you have an Airsep).
3) from the pressurized section of the turbo bearings.

My thoughts are you PROBABLY lost a turbo seal.
Turbo comes off fairly easily. Look at the exploded views in your parts manual.
