Carb issue with 250 Da

Friends small block carbed boat doesn't want to high idle on choke.Its weber 4 barrel electric choke.I was looking at the carb on throttle side.Looks to be missing high idle screw and spring.Local boat shop said they don't use them on boats?I installed a Elderbrok same as weber on another boat and it had one.Any help with you guys would help.

Below is the carb break down, I don't think you will find the high idle screw though.

After calling Elderbrock they said no they are not used in marine use.Due to the fact they can hold WOT and boats don't have brakes
