Bottom paint???

So my boat has a blue coating of bottom paint. I think its an albalative as it will stain my hands blue if I rub it. It needs to be repainted. Is there a product that can go right over the old with minimal sanding?( just the peeling parts is all I would like to sand)

I know nothing about bottom paint but the west marine catalog usually has some decent info on compatability. The DIY magazine just had a section on that topic maybe two issues ago?
Maybe someone who knows will pipe in?
