the bilge pump in the cabin and the engine compartment are not working. Tested both with battery and they are working

Float switch bad? I just replaced the bilge pump in my engine compartment today. The other pump seized. We just bought the boat in the spring so we are working through the small issues. I bought a new pump with a built in float switch and wired it to the existing panel switch at the helm. Works great. Has a manual float test switch right in the back. Not sure the size of your boat but this is the part#. Cheap insurance.

There is no power going to the pump. Can't find reason why

That has to be a fuse or a float switch. On our boat, 1999 260, the buss panel is located on the starboard side toward the back. There may be a fused manual function under the helm as well. I can run my bildge in manual or on a float switch.

The pump in the cabin works only from the float switch. The one in the bilge works from a float switch and from the dash. Does it work from the dash? Check fuses/breakers. There will be three fuses/breakers for the 3 different circuits.
