Got shrink wrap off, the blue hull has spots that are dull, with small scratches from the shrink wrap rubbing.

I have tried color restorer #44 and #49, polish and flagship wax applied with a RO polisher.
anybody have any ideas on how to proceed

This will likely take either a lot longer with your present method and chemicals or a high speed polisher with a wool pad and some rubbing compound.

Here's an example:

And, here is the compound I like because it is not very agressive, is water based and leaves no swirl marks:

Run the polisher at 2000 -2500 rpm's. Follow the compound and rotary polisher with your color resoorer and the orbital.

I talked to tech at MM today, he said they found out the hard way, blue hulls are very sensitive, Now they only shrink wrap to the rub rail. They had to wet sand and compound a number of boats after shrink wrapping for winter when blue hulls first came out.
