Bilge Pump Running Constantly

My mid-bilge pump is running constantly. When the float is activated, the pump increases its rpm. All the bilge switches are off. Is the float somehow leaking some current to the pump?

You should have a fuse/breaker for each circuit (manual switch, float switch). Pull one fuse at a time, see which one causes the pump to stop.
 
Ok, I pulled the fuse for the pump/switch and it stopped, how does that help me?
 
I’ve had a couple Rule float switches fail on. Replaced the float switch.

You now know the issue is within the switching circuit. Could be a flaky switch or possbily (only a slight chance) that there's a short in the wiring. Swap the bilge pump switch/wiring with another switch and see if the issue goes away. That will tell you, most likely, where to head next.
