Applying Antifoul to 316 Stainless

Hi All, this winter's project is to remove the years of built up and flaking antifouling paint from my hydraulic platform. The paint was too thick in some parts and too thin in others. The result was excessive amounts of growth on the hardware. I've started carefully removing the paint from the arms which are 316 stainless. Speaking with GHS they advised to stay clear of the piston rams as any nick would render them useless. I'm doing this by hand but I noticed after the first few layers of paint was removed there is some form of orange base coat on the stainless. My question(s) is what is the best method for reapplication? Is there a particular base coat I should using before applying? Also is the Petite hydracoat the best option for stainless hardware?
 
I've never had success stopping grown on my underwater stainless until this year. Like many others I've applied Rustoleum Cold Galvanizing spray (3-4 coats) and it does a good job of stopping barnacles but not green underwater growth. This year on top of the CG spray I applied 2 coats of Interlux Trilux 33 and finally no growth of either kind except a minor layer of slime.
