Anyone redone the plastic dash on a 1992 Sundancer

Looking to redo the plastic blue part of the dash on my 1992 Sea Ray 290 Sundancer. The large bit that stretches to the windscreen. But not sure how so looking for ideas techniques, inspiration etc. Gonna use Carbon fibre Faux panels for the instrument panels and black or dark grey Marine vinyl but not sure what to do with the large expanse of pimples blue dash. No matter what I clean it with is just gas a grey residue. Don't want to recover in vinyl as that would cost quite a lot.
 
Not sure how much access you have - but perhaps you could sand down the pimples and use a vinyl automotive wrap.

I believe that is gelcoat... and it's oxidized, hence the color change and haziness. Try rubbing compound and wax. Gelcoat can be painted, too. Something like EasyPoxy would be great for this area.
