Anyone have a Tohatsu 9.8 outboard?

I have a 2011 Tohatsu 9.8 hp outboard. I recently rebuilt the water pump and changed the oil. With it on a stand I shifted it to reverse and tried to turn the prop by hand. It turned a little then felt like it was in gear. I shifted to neutral and the prop spun free. I shifted to forward and as I spun the prop by hand it would turn about a quarter turn then pop again and again. Is this normal? I read that some Tohatsu outboards have a ratcheting clutch dog to make shifting to forward easy. Is that what this is?
 
I have one, not sure of the year though. I'll go try to repro your steps later and see if it does the same.
 
When you shifted in fwd if you turned the prop the other way would it lock in (and turn the motor)? If so, then you should be OK.
 
I was in and outboard store today paying another phuckn bill. Guy walks in and wants an oil filter for a 9.9 merc…..parts lady says there isn’t one. He starts arguing ….. so of course I get involved like a dumb ass. I said your engine doesn’t have an oil filter….. he looks at me and says really….. I didn’t know that….. this was after arguing with the parts lady….. too funny…. Parts lady rolled her eyes
 
I got home and tried to spin the propeller in the reverse direction with it in forward gear. It did engage and turn the motor so maybe I am okay. Thanks for the help.

That depends on which 9.9 you're talking about. Below is a pic from the parts manual for the Mercury/Tohatsu/Nissan 9.9/15/18 HP four strokes and part #2 is the oil filter.

I've had two Merc 9.9s.... a '06 electric start and a '19 manual start. Neither had an oil filter - both four strokes.

Now my '20 Suzuki 15hp EFI does... just a canister filter...

Yes they ratchet when you put in forward gear. They do not ratchet in reverse. And, they free spin in neutral.
My Merc 9.9 4-stroke and Tohatsu 20 4-stroke both do.
My Merc 9.9 which is a Tohatsu power head does not have an oil filter but the Tohatsu 20 does.

BTW - I wouldn't spin the engine backwards as that may damage the water pump impeller.
 
Also be careful that the engine doesn't fire over with your hands on the prop turning the engine over. Little fuel left in cylinder and a spark could cause it to kick over and hurt your hand.
 
Update. Yesterday I put the motor on it's stand in a plastic garbage can full of water. I started it and shifted to reverse and forward with the motor idling. It seemed fine in both directions. Tell tale stream was strong. I think it is good. Thank you all for the help and suggestions.
