Search Colt Cowboy SAA and select the NRA firearms museum link. That led me to American Rifleman magazine for Feb 99, Dope Bag section.

Article suggests 1999 manufacture, $600 MSRP, and your pic suggests aftermarket plating... unless Colt also offered a plated model afterwards.
