"Air horn Bomb/Grenade"

For some boaters I'd like to make an "Air Horn Grenade/Bomb". If I can rig up a way to open the trigger on one and throw it aboard a Moron's boat, I might just do it. It won't explode, just be going off, while defunctioning the trigger to simply be on.
Can you imagine (you know how loud they are) trying to get your brain around picking it up to figure out how to shut it off.

I think I'm onto something.

I know it's an awful Idea, but there have been some threads about ettiquite(edicate) however some of us read/spell it, but a few hairs on my neck have been raised, and this idea popped into my head.
 
Like any gernade thrown at me I think I would pick it up and throw it back or toss it in the water.

You'd probably have to have part of the grenade coated with some very sticky adhesive, with a cover sheet over it (like on a band-aid) that you could yank off just before you toss the thing.

That would be like the safety pin good idea. Maybe coat it with dog poo from Gary's Dogs so no one would want to touch it.

And so while the guy is trying to deal with this device, he's distracted from operating the boat and runs aground or crashes into something or someone... Would it still be a good idea?

However, if he's running a baja at 60 MPH, is one of "the man," and hits a sail boat with a guy that has a BAC of .12...
