Air Conditioning area..that tray underneath?

Boat survey guy pointed this out, so I'm wondering:
*Why aren't these made of plastic of fiberglass so they don't rust?
*Is it really just a steel metal tray?!?!?!
*Typically there's a little bit of standing water in it, can see from one or two of the pics. It does appear to drain "some"..as, during the summer, when it ran, we did hear the sump pump in front of the head frequently run.

Is this just a simple drain? I guess only way to clean it is to remove the air filter screen and pull the hose and attack it from the outside in.

Yes, metal pan. The new AC units have the plastic pan and a better overall design. In my boat, the pan had a rubber padding underneath. I thought it would be easy enough to remove the unit, but it wasn’t. Either the pad as double sided adheasive, or over the years bonded to the floor and underside of the pan.
 
New units have a plastic pan. You can forget about trying to clean the old metal pan. Just get a whole new unit and be done with it.
 
Looks totally normal. May want to disconnect the hose from the sump box and blow backwards with compressed air or water in case it's clogged. Probably better access to the hose there than from the pan side.
