acquired a 1993 sea ray 220 5.0LX v8 overnighter, sat for 13 years HELP

just acquired this boat for free and it needs a ton of love. the motor hasnt been started in almost 13 years and im afraid to try it.
i know the thermostat needs to be replaced since i can see its cracked and the impeller fan.
anyone have any suggestions on where to start to get this sucker tuned up before attempting to turn the motor.
i want to drain all fluids and replace prior to trying too. im sure 13yr old gas isnt good for it.
a lot of the motor looks to be in great shape but not sure what the specific things are that i need to look at taking care of first.
carborator looks surprisingly good and clean.
water pump may be seized up, should i be able to turn the pulleys by hand?
as a first time boat owner im pretty handy in all fields and dont mind putting in the work tearing apart the motor to get her running just would love some direction as to where to start and things i should look for

When you say should you be able to turn the pulleys by hand. Is the belt(s) on?

Pulled the belts off. Figured out the water pump is seized. Crank turned slowly I let it do about 1/2 to a full rotation so it did t mess up the motor. I'm sure the inside is bone dry from sitting for so long so I am
purhasing an oil primer to lube the interior of the engine.
 
To prime oil take out distributor long screwdriver on a cordless drill turn oil pump till it wont turn no more.
 
You're on the right track.

I'd change the oil first thing. Replace the T-stat, impeller, and water pump. Get a new battery and make sure the cables are in good condition.

Replace the spark plugs and wires. Check the distributor cap as well. While the spark plugs are out, spray some penetrating oil into the holes to loosen up the rings and lubricate the cylinder walls. Let it sit a day and then try turning the crank slowly and make sure it rotates freely by hand.


If it spins ok by hand, remove the coil wire and disconnect the fuel line from the carb and try to turn it over with the key. If it cranks fine using the starter, take the fuel line and drop it into a fresh jug of fuel. Spray a little starting fluid into the carb, replace the coil wire, and see if she'll start.

It's going to smoke a little at first from the penetrating fluid in the cylinders. Make sure your cooling system is moving water as it should. I'm sure you'll find some other stuff like dry rotted vacuum hoses and wires that will need to be addressed but that should at least get your motor going.

Use Marvel Mystery Oil. Like above said...pull plugs and put a little down each cylinder. It works.

You're going to want to drain the carb bowls too.
