AC Working but low power draw

We have three AC on the boat. Two small 8000 BTU and one 15000BTU
One of the 8000 BTU draws 8AMPs one draws 2AMPs. Both sound the same.
The one drawing 2 AMPs the coils are at 38F and their is condensation on the coils. The air out temp is 54F
Any idea why it would only draw 2 AMPs. It seems to do the same job as the other 8000BTU.

Are the associated fans the same size? I suspect coolant level could impact how efficiently they run but I wouldn't think 4X the amperage would be expected....weird.
