95 115Hp Mercury trim/tilt motor issue

I have a 95 175 Series (with the fish package) and a 115hp mercury on it. The tilt/trim motor is a single ram unit. The P/O took the motor off and rebuilt/replaced the brushes. When he removed it he said that he lost the fluid out of it. I have been able to get fluid into the resivor, but the unit will still not lift or lower the motor. I have tried the switch in all three places(motor,throtle lever and in the bow) in my boat and the motor seem to run when the swich is activated. I was told that I had to open the bleeder valve and lift the motor up by hand and let it drop to suck fluid into the manifold and cyclinder, I have done this repeatedly with no suscess. Is there anything else that I should be looking at?

I guess that everyone else is as clueless as I am on this LOL. If I dont hear anything on this by monday I'm going to find an exploded view of it and tear into it, can't be any worse then it is now.
