My starboard engine water starts to flow almost immediately, but the port side is taking about 10 seconds to start flowing out of the boat. Once it flows, it goes uninterrupted. Any reason for concern?

Pause of 10 seconds does not seem unreasonable.
My boat is a 1990 with 7.4l and it takes a few second to fill muffle and start pouring out.

I hope it's normal. Mine does the same. You can boost to 1000 RPM to ensure good suction from the raw water pump to speed the process. I believe the correct starting procedure is to place the throttle at the 1000 RPM position (estimate) before starting the engine. This may be why.
