The first photo is my battery charger when I put new batteries in on the starboard side. I must’ve had an open circuit somewhere because overnight, I have no juice to raise the hatch. The second picture is this morning when I turn the battery charger at the panel off and then on again it shows the charger at least on now. My question is, with this in mind, should the DC amp needle show some kind of reaction? I’m very ignorant when it comes to electricity. Thanks for your help!

I am confused at what actually happened here, but the battery charger should always remain on. And yes the needle is that amount of amps the charger is supplying to the batteries.

Based on your first pic there is a label under the green led that states on is boost. Can't quite make out the other states. But that amp gauge may very well be bad also. In this case, the best way to tell would be to put a volt meter on the batteries and see what you have. Any thing close to 12v or under and your battery is dead and your charger may be bad. Anything above 13v and your charger is working to some degree. It should read ~13.6/8 volts.
